According to Ephesians 4:12, it is the responsibility of the staff to "prepare God's people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and in the knowledge of the Son of God and become mature attaining to the whole measure of the fullness of Christ."
Who then is supposed to do all of those important functions of the church? The members of the church are to do the "works of service," and the staff is to prepare the members to do the work that God has called and equipped them to do.
